Limiting number of emails sent from doing a mass update

Recently we ran into a scenario where we almost sent out thousands of emails to our end users due to an update we were performing in the system.

To prevent this scenario in the future if we had a way to limit the amount of notifications certain updates, ie request status, were going to send out that would be a massive improvement to the system in my eyes.
