Inventory item unavailable to request when quantity is zero

We would like the ability to set our inventory items to be only available to request when the quantity is more than zero. When the quantity is zero we do not want users to be able to request those items until more inventory is received. We do not want to mark the item as cannot be requested as it is still available once inventory is received.
