Allow staff from within a single role to be able to assign workorders to only themselves - not to other staff members from within that role.

This addition would be useful because it would allow our maintenance staff, who enter their own workorders for record keeping, to be able to complete the actual work, assign it to themselves and close the ticket. We do not want the staff in our 'maintenance staff' role to be able to assign workorders to anyone else but themselves. Right now we do not have the 'assign WO to others' box checked because that would get out of hand. Ideally, 'assign WO to myself' would be awesome!
