Way to make certain users "exempt" from an approval path?

Is there a way to make certain users "exempt" from an approval path? We are trying a different approach to WO approval, and in the building where we're piloting it the admin assistant or asst principal is the Step 1 approval. Then it moves to the Step 2 group. Is there a way for those who are Step 2 approvers to have WOs they might enter for that building not subject to Step 1 approval? So if I enter a WO for Community High School that it goes to Step 2 for approval since I'm a Step 2 approver and it doesn't have to start back at Step 1? The current path is working, it's just a bit inefficient.

Typically, I do not approve WOs, but other teammates in Step 2 do. Several of us in Step 2 also enter WOs (really, just about everyone does). I don’t want to eliminate the “final” approval step – if we designed a path with 5 steps, I’d still want the final step to happen. I’m just wondering if there’s a way to make WOs from those Step 2 users exempt from Step 1. The Step 2 users are district-level employees. When they enter a WO in the current path, it then goes to the local building for Step 1 approval before coming back to those same district employees for Step 2 approval. I just want to avoid Step 1 when Step 2 approvers enter the WO if it’s possible. Thank you!
