Ability to remove building from Work Order requests

We have certain categories of work order requests that are not associated with buildings, such as transportation requests (needing to borrow school vehicles) and communications requests (needing to send out mass emailings to parents, print posters, update the website). Currently the request form has Building as a compulsory field and there is no way to not show it or make it optional.
