Ability to change defaults for notes

Having a way to manage settings for the notes section on a ticket would be helpful. By defualt "Send Email" and "Internal" are checked. It would be nice to have the ability to leave "Internal" unchecked all of the time so that we our end users can go into their tickets and see what notes we have left since we primairly use that section to provide updates to them on the progress of a ticket.
