Default "Internal" Notes Checkbox On feature enhancement

In testing we were able to find out that when Default "Internal" Notes Checkbox On is set to yes even the Requesters/Submitter comments on the work order are being marked as as internal thus not allowing them to see their own comments.

We would like to have this option on without it turning off the ability for our requesters/submitters to see their own comments. If there would be a secondary setting in the request type that would allow requesters/submitters to still see their comments that would be a mass improvement to the system and allow us to utilize this feature as well.
