Complete email feature enhancement

We noticed that whenever you complete a work order request in MLW it will send a notification to the requestor.

The problem with that is when we mark a students repair ticket as closed/complete we do not want our students to get that notification. I know that you can turn those options off in each users profile but if there was an option under Request Type that controlled sending a notification when a request was marked as complete/closed that would be a far better solution.

That way the students cannot go in and turn that option back on or anything.
