Email work order feature enhancement

We saw a work order come into the system and after talking with Support were able to determine that it was a student using the email to work order feature in the system. This student did not have a user in the system as well.

If this feature can be updated to not create a work order if the person who is emailing does not have a user in the system that would be a massive improvement to the system and allow us to have more faith that the work orders coming in are real work orders
