SAML setting for Active/Inactive

We have SAML setup as well as the ability to email WOs into the system. We have noticed that when someone in the SAML group emails in a ticket, the user is created but are immediately made inactive.

This is causing them to not being able to log into the system due to the user account being inactive as well as not get the WO notifications. There should be a setting option in the SAML configuration that we can set to keep the SAML users active in the system when they email in a WO but have not logged into the site yet.
