Allow users update additionally notified users to Work Orders via Work Order Grid pages and via WO detail page action menu

as an admin in the program I would like to have an easier way to add additionally notify users to work orders than having to go all the way to edit the work order. Would be way less clicks!

Include a message on assigning Work Order pop up to let you know the notes added are internal notes

When assigning a WO the notes description are not visible to the requestor. As a user, there is no way to know this, it's easy to not enter notes because of concerns the requestor will see them.
