Ability to post Custom Alert to all users on login page

I would like the ability to post an alert on the main login page if there is a widespread issue so not everyone is creating a work order for the same issue.

Confirmation Email for Work Orders that are submitted within ML Work Orders

It would be useful for the requestor of a Work Order to receive a confirmation email once the Work Order is sent. This will help to eliminate additional emails and calls to IT and maintenance that some employees make.
