Urgent WO Messages go to outside users (police, fire department), that include PDF's of building maps

The idea here is that if a WO is submitted and is urgent, then outside departments (like police and fire department) can be notified and sent PDF of building maps

If these outside departments need to intervene in the building, they need to see maps so they know where they are going
