Add Fields and requirements during approval path. First approver needs to fill blank field (estimated cost, required purchases, etc). For us the first approver is like a stop gap for useless or unreasonable requests, but sometimes they just click approve on everything so having a required field to input purchases and labor would help reduce some of that.
