Add Labor Rate Amount box to Labor section instead of user profile

Having the labor rate value be in the user profile and not where you actually put in the labor rates is very counter productive.

Having to go back to the user profile and change the rate each time I need to add labor to make sure it matches my invoice doesn't make much sense. Having that value for when you are adding a rate makes much more sense
