Do Not Allow requestors to copy over the assignee when copying a work order

Currently, if a requestor in our system copies a work order that already has an assignee, like for example if an existing work order was put on hold. the requestor can copy it and the newly copied work order would retain the assignee even though the requestor can not assign work orders
