Auto-default fields based on description

Priority, purpose, problem type, and even procedure and budget code fields could be defaulted based on the user's typed description. Customers should have the option to turn this on and off, I think.

need a way to build in SLA so that when we track labor time on WOs we can run analytics to see how well staff members are performing. This can lead to some pretty cool reporting.
